Many Muslims have rushed to enter the race to take over the post of President of the Republic of Egypt, now the doors have opened for running for election. Some candidates have good intentions, but many are otherwise - led by those from the former regime who worked within and under its authority, taking part in all of its actions, attacking Islam and Muslims, so subduing Egypt for the interests of the United States and the Jewish occupation of Palestine.
We issue this statement to relieve ourselves of the responsibility before Allah Ta’ala, so as to be forgiven of the sin committed by all the candidates -whether those who present themselves to the people of Egypt “as Islamists” or the others.
We also address this statement to the masses of our noble Ummah in the land of Egypt, the Kinanah, who put their hopes in these candidates - in the hope of their applying the Shar’ of Allah to bring a decent and honorable life, and so that justice prevails throughout the land of the Kinanah.
O Muslims! O People of Egypt, the Kinanah:
{ الْيَوْمَ يَئِسَ الَّذِينَ كَفَرُوا مِنْ دِينِكُمْ فَلَا تَخْشَوْهُمْ وَاخْشَوْنِ الْيَوْمَ أَكْمَلْتُ لَكُمْ دِينَكُمْ وَأَتْمَمْتُ عَلَيْكُمْ نِعْمَتِي وَرَضِيتُ لَكُمُ الْإِسْلَامَ دِينًا}
“This day those who reject faith have given up all hope in your deen: so fear them not but fear Me. This day I have perfected your deen for you, completed My favour upon you, and have chosen for you Islam as your deen. “
He (SWT) says also:
{وَنَزَّلْنَا عَلَيْكَ الْكِتَابَ تِبْيَانًا لِكُلِّ شَيْءٍ وَهُدًى وَرَحْمَةً وَبُشْرَى لِلْمُسْلِمِينَ }
“And We have sent down to you the Book explaining all things, a Guide, a Mercy, and Glad Tidings to Muslims.”
He (SWT) says:
{ وَمَنْ لَمْ يَحكُم بِما أَنْزَلَ اللهُ فَأولئِكَ هُمُ الكافِرون }
“If any do fail to judge by what Allah has revealed, they are rejecters (of the deen).”
His Messenger (SAW) says:
كانتْ بَنو إسرائيلَ تَسُوسُهُم الأنبياءُ كُلّمَا هَلَكَ نبيٌّ خَلَفَه نبيّ، وإنّهُ لا نَبيّ بَعدي وستكونُ خُلفاء فتكثُر، قالوا فَما تأمُرُنا، قالَ فوا ببيعةِ الأولِ فالاول، وأعطوهُم حَقّهُم فإنّ اللهَ سائِلُهُم عمّا استَرعاهم
“‘The Prophets ruled over the children of Israel, whenever a prophet died another Prophet succeeded him, but there will be no Prophet after me. There will soon be Khulafaa’, and they will number many. They asked: ‘What then do you order us?’ He said: ‘Fulfil the Bay’ah to them, one after the other and give them their dues for Allah will verily account them about what he entrusted them with.’”
He (SAW) also says:
“من خَلَعَ يداً من طاعة لقيَ اللهَ يومَ القيامةِ ولا حُجّةَ لَه، ومنْ ماتَ وليسَ في عُنُقِه بيعة ماتَ ميتةً جاهلية”
“Whoever takes off his hand from obedience to Allah, he will meet Him on the Day of Resurrection without having any proof for himself; and whoever dies while there were no Bay’ah on his neck, his death would be that of the days of Jahiliyyah (ignorance).”
He (SAW) said also:
“إذا بويع لخليفتينِ فاقتلوا الآخرَ منهما”
“If a pledge of allegiance was given for two Imams, then strike the neck of the latter.”
He (SAW) said:
“من أتاكم وأمْرُكم جميعاً على رجلٍ واحدٍ يريدُ أن يَشُقَّ عصاكم ويُفَرقّ جماعتَكم فاضربوا عُنُقه كائنا من كان”
“Whoever comes to you while you are united behind one man of you, wanting to weaken your power and divide your community, then strike his neck, no matter he was.”
So the divine ruling (hukm shar’ee) is that it is obligatory to appoint one Khaleefah for Muslims, and it is also obligatory that they have one State, which is the Khilafah. The establishment of the ruling system on this basis is what Muslims knew for more than one thousand and three hundred years. It is the Prophet (SAW) who gave good news of it when he said:
“ثم تكون خلافة على منهاج النبوة”
“And then it will be Khilafah on the model of prophethood.”
So after all this perfection of Islam, are we driven like cattle to the ruling systems of manmade rotten Western democracy, thus leaving this great matter to which Allah commanded us, that is to unite the Ummah of Islam in one State under one ruling system - lest we fall vulnerable to whims, opinions and to the conflicts of human interests?!!!
O Muslims! O people of Egypt, the Kinanah:
The obligation of the establishment of the Khilafah and the work for it is known by necessity in the deen. Yet the other ruling systems (particularly the republican system that rules now over the land of Kinanah, for which people are now racing to take over its presidency) is a system of disbelief based on other than the Islamic ‘aqeeda . It is based on the doctrine of capitalism, the doctrine of the separation of deen from life. It is a system that is based on the fact that people rule themselves - where the people hold sovereignty in the enactment of laws and legislation through the vote of the majority, regardless of whether these laws are halal or haram. Thus, legitimacy in this system is determined by the majority of the people, so it is called “Republican system “.This is whether it is a parliamentary system where the authority of ruling is entrusted in the Council of Ministers rather than the president. It might also be presidential, where the president holds the authority of the Head of State and the Prime Minister. It might be mixed of the President and the Prime Minister in accordance with defined powers…therefore it is a system, which does not rule with the revelation of Allah, so it is a system of disbelief. This is forbidden for a Muslim to adopt, and nor to maintain it even for a time, let alone trying to take over this post! Allah Ta’ala says:
{ فَلَا وَرَبِّكَ لَا يُؤْمِنُونَ حَتَّى يُحَكِّمُوكَ فِيمَا شَجَرَ بَيْنَهُمْ ثُمَّ لَا يَجِدُوا فِي أَنْفُسِهِمْ حَرَجًا مِمَّا قَضَيْتَ وَيُسَلِّمُوا تَسْلِيمًا }
“But no, by the Lord, they can have no (real) Faith, until they make you judge in all disputes between them, and find in their souls no resistance against your decisions, but accept them with the fullest conviction. “
And He (SWT) says:
{وَأَنِ احْكُمْ بَيْنَهُمْ بِمَا أَنْزَلَ اللَّهُ وَلَا تَتَّبِعْ أَهْوَاءَهُمْ وَاحْذَرْهُمْ أَنْ يَفْتِنُوكَ عَنْ بَعْضِ مَا أَنْزَلَ اللَّهُ إِلَيْكَ فَإِنْ تَوَلَّوْا فَاعْلَمْ أَنَّمَا يُرِيدُ اللَّهُ أَنْ يُصِيبَهُمْ بِبَعْضِ ذُنُوبِهِمْ وَإِنَّ كَثِيرًا مِنَ النَّاسِ لَفَاسِقُونَ}
“And this (He commands): Judge between them by what Allah has revealed, and follow not their vain desires, but beware of them lest they beguile you from any of that (teaching) which Allah has sent down to you. And if they turn away, be assured that for some of their crime it is Allah’s purpose to punish them. And truly most men are rebellious. “
And He (SWT) says:
{ وإِنْ كَادُوا لَيَفْتِنُونَكَ عَنِ الَّذِي أَوْحَيْنَا إِلَيْكَ لِتَفْتَرِيَ عَلَيْنَا غَيْرَهُ وَإِذًا لَاتَّخَذُوكَ خَلِيلًا * وَلَوْلَا أَنْ ثَبَّتْنَاكَ لَقَدْ كِدْتَ تَرْكَنُ إِلَيْهِمْ شَيْئًا قَلِيلًا }
“And their purpose was to tempt you away from that which We had revealed to you, to substitute in our name something quite different; (in that case), behold! They would certainly have made you (their) friend! And had We not given you strength, you wouldst nearly have inclined to them a little.”
O Muslims! O people of Egypt, the Kinanah:
Even if this republican system was given an Islamic guise or given Islamic references to hide its ugly face, it remains a secular democratic system. Moreover, it is the same system who’s woes you tasted for more than sixty years; and even Muslims in the countries that lived under its authority have tasted humiliation and disgrace and submission to the disbelieving West at the hands of its agents, the presidents of these republics.
O Muslims! O people of Egypt, the Kinanah:
The Khilafah alone is the only system of ruling in Islam that was ordained by Allah, the Lord of Worlds. Muslims did not recognize other than it and did not depart from it by a hair’s breadth. It is the only way to apply the law of Allah, fully and comprehensively, in life affairs, and with it Islam is conveyed as an invitation to the world through da’wah and jihad. It is also the only way for the unity of Muslims, their glory, power and for promotion of justice amongst them and amongst all peoples.
Hizb ut-Tahrir invites you to this so as you work with it in order to establish it and win the pleasure of Allah in this world and in the Hereafter. It warns you of the conspiracies by the regime, which has not fallen, but it circumvents the revolution, setting to deceive you. So keep on the revolution till you have Khilafah.
{ فَمَنِ اتَّبَعَ هُدَايَ فَلَا يَضِلُّ وَلَا يَشْقَى * وَمَنْ أَعْرَضَ عَنْ ذِكْرِي فَإِنَّ لَهُ مَعِيشَةً ضَنْكًا وَنَحْشُرُهُ يَوْمَ الْقِيَامَةِ أَعْمَى }
“Whoever follows My guidance will not go astray and nor grieve. And whoever turns away from my Reminder (Quran) he will have a life of hardship; and We shall raise him blind on the Day of Resurrection!”
