O Muslims of Pakistan!
As we seek to secure Ramadhan’s many rewards, let us remember for centuries this Ummah rushed to secure Islam’s most significant victories during this blessed month, whether against the Quraysh of Makkah, the plundering Crusaders, the brutal Tartars or the lowly European hordes of Spain (Andalus). However, this Ramadhan, without Islam as the law of the land, without the comprehensive implementation of Shariah, Ramadhan is deprived of its right. Thus, despite all that it possesses of economic resources and military capability, this Ummah finds itself worsening in humiliation, insecurity, misery and poverty.
Our worsening situation is neither surprising nor unexpected. Without an Islamic system, each government that comes to rule by the Kufr democracy is as bad as the last, or even worse. Each government is just a change in the face of this corrupt, rotten system, which is no real change at all. This is why despite all the hype and hope over the Elections of 2013, we find ourselves as we were before them, or even worse.
So, just like previous rulers, the current rulers are working day and night to strengthen the enemies’ foothold against us, despite Pakistan being the foremost military power in the Muslim World. Like the Kayani-Zardari regime, the Kayani-Sharif regime continues to allow American spies to roam within our streets and around our masajid, to supervise bombings and target killings from Karachi to Quetta, not sparing the women, children and elderly. As before, the current traitors continue to allow America to keep its fortresses disguised as embassies and consulates in our major cities, to conspire against us and meet her agents in broad daylight to implement these conspiracies. The drones continue to collapse our houses on our heads, whilst the rulers continue to supply the crusaders with fuels and parts for those drones through the NATO supply line. And when the Americans cry for negotiations over Afghanistan, so as to secure a permanent presence on our doorstep under the cover of a limited and partial withdrawal, Kayani, Nawaz Sharif, their Interior Minister and other cohorts join their days and nights to secure that cover for them.
Without Islam and its Khilafah, the current rulers are destroying our economy, as those before them, despite the abundant material resources that Pakistan possesses. The current regime established a budget upon the orders of the IMF, which denies us the benefit of the immense wealth of these lands. The policies announced by the Kayani-Sharif regime’s Finance Minister in his Budget Speech confirm that our situation will worsen beyond what we can imagine. The Kayani-Sharif regime’s Budget for 2013-14 ensures more privatization of our power, which is the cause of the shortages and unaffordable electricity, it imposes further increases in back-breaking taxation, which is choking the economy and destroying our industry and agriculture and it will further decrease the value of the Rupee, which is the cause of the constantly huge rises in prices.
Thus, we are afflicted by the mischief of our enemies during a month, Ramadhan, whose right was honoured in the past by the shaking of the earth as Muslim armies mobilized upon it and the splitting of the skies by the sound of steel and fire of war and cries of Allahu Akbar, whilst the enemies fled in dread or were dispatched to Hell, whilst frozen by fear! And we starve and suffer during a month in which having secured Islam’s victory, previous generations would busy themselves to secure prosperity and well-being for the non-Muslims of the liberated lands, paving their way for their willing acceptance of the Deen of Truth. Ramadhan is denied its right because the Kayani-Sharif regime of today, like the other regimes before it, stands between us and the implementation of our Deen Islam through our state, the Khilafah.
Moreover, not only do they refuse to stand aside so we may rise for Islam, they use force on behalf of their American masters against any military officer or politician that strives to support Islam. That is why these traitors pursue the sincere officers who side with Islam, such as Brigadier Ali Khan, as well as the sincere politicians who call for Khilafah, such as the Shabaab of Hizb ut Tahrir, including its spokesman in Pakistan, Naveed Butt, who was abducted by the thugs of Kayani over a year ago, on 11 May 2012.

The existence of the current rulers, ruling by force, denying us of Islam, loyal to our enemy and defiant in the face of the commands of Allah (swt) and His Messenger (saw), is itself a sign of the return of Islam and its Khilafah. Indeed, RasulAllah (saw) confirmed the existence of the rule of force before the return of the Khilafah. Ahmed narrated that RasulAllah (saw) said, ثُمَّ تَكُونُ مُلْكًا جَبْرِيَّةً فَتَكُونُ مَا شَاءَ اللَّهُ أَنْ تَكُونَ ثُمَّ يَرْفَعُهَا إِذَا شَاءَ أَنْ يَرْفَعَهَا ثُمَّ تَكُونُ خِلَافَةً عَلَى مِنْهَاجِ النُّبُوَّةِ ثُمَّ سَكَتَ “Then there will be rule of force, and things will be as Allah wishes them to be. Then Allah will end it when He wishes. And then there will be a Khilafah on the Methodology of the Prophethood.” And then he fell silent.
This Ramadhan, the signs of the impending return of the Khilafah are both within our rulers and are within us. However, despite these encouraging signs, we will suffer as long as we don’t break our fast of silence against these traitorous regimes and work to bring real change, Islam as implemented by its Khilafah. Know that affliction awaits not only those who rule by kufr, but also to all who witness it and do nothing. Allah (swt) says, وَاتَّقُوا فِتْنَةً لاَ تُصِيبَنَّ الَّذِينَ ظَلَمُوا مِنْكُمْ خَاصَّةً وَاعْلَمُوا أَنَّ اللَّهَ شَدِيدُ الْعِقَابِ “And fear the Fitnah (affliction and trial) which affects not in particular (only) those of you who oppress (but it will afflict everyone) and know that Allah is Severe in punishment.” [Surah al-Anfaal: 25]. And dua alone, no matter how intensely it is made, will not grant relief, unless this dua is combined with the Islamic duty of accounting the ruler, commanding what is right, forbidding what is wrong. RasulAllah (saw) said, وَالَّذِي نَفْسِي بِيَدِهِ لَتَأْمُرُنَّ بِالْمَعْرُوفِ وَلَتَنْهَوُنَّ عَنْ الْمُنْكَرِ أَوْ لَيُوشِكَنَّ اللَّهُ أَنْ يَبْعَثَ عَلَيْكُمْ عِقَابًا مِنْهُ ثُمَّ تَدْعُونَهُ فَلَا يُسْتَجَابُ لَكُمْ “(I vow) by the One in Whose hands my soul rests, you have to enjoin the right and forbid the wrong, other wise Allah will be about to send upon you a punishment from Him, then you would pray to Him but He would not answer you.” (Ahmed and Tirmidhi).
O Muslims of the armed forces! O men of fire and steel!
The rule of force is not kept above us by the strength of the enemy, but by you, our armed forces. A handful of traitors and oath-breakers in the military leadership, Kayani and his club of thugs, hijacked our armed forces and invested your force in supporting the commands, rules and laws of the Western Kuffar in our lands. It is upon you to restore our right. You are the men of fire and steel, the Ansar of today whose glorious and praised predecessors (ra) gave Nussrah for the establishment of Islam as a state in Madinah. It is upon you to grant the Nussrah (Material Support) to Hizb ut Tahrir, under its Ameer, the eminent jurist and statesman, Sheikh Ata Bin Khalil Abu al-Rashtah, so as to establish the Khilafah. Only then will Ramadhan have its right restored, as a blessed month of victory. So let this Ramadhan be the first Ramadhan of the return of the Khilafah and the restoration of Ramadhan as a month of victory. Allah (swt) said, إِن يَنصُرْكُمُ اللَّهُ فَلاَ غَالِبَ لَكُمْ وَإِن يَخْذُلْكُمْ فَمَن ذَا الَّذِى يَنصُرُكُم مِّنْ بَعْدِهِ وَعَلَى اللَّهِ فَلْيَتَوَكَّلِ الْمُؤْمِنُونَ “If Allah helps you, none can overcome you; and if He forsakes you, who is there after Him that can help you And in Allah (Alone) let believers put their trust.” [Surah Aali-Imran 3:160].
